Lt Gen Dr SP Kochhar is the Director General at the Cellular Operators Association of India (COAI). He previously served as the CEO of the Telecom Sector Skill Council (TSSC). With a distinguished career spanning nearly four decades in the Indian Army, he has held several prestigious command and staff appointments, including Additional Director General of Personnel Services. He also chaired the Tri-Service Pay Anomalies Resolution Committee, contributing significantly to resolving 6th Central Pay Commission issues. He serves as an Honorary Adjunct Professor with IGNOU and BITS Pilani, and is associated with multiple academic councils. He is on the Board of Directors of ITI Limited, Bharat Electronics Limited, and Electronics Corporation of India Limited, and contributes to national-level committees on communication and broadband technologies. A highly qualified professional, he holds two MPhils and an MTech from IIT Delhi, and is affiliated with leading institutions such as IETE, AIMA, CSI, and IEEE. His contributions include pioneering initiatives in tactical data networks, communication technologies, and digital infrastructure.
